The depth is determined by two things:
1. the weight it is carrying
2. the depth of your frost line
Check your local city building department, they will be able to advise you on both items - usually they will have a "prescriptive" method for you to follow so that you can avoid engineering.

Seriously, that really depends on the width and depth of the footing. And that depends on the frost line, type of soil, the weight of the structure and the number of piers. There's a formula on the bag, but IIRC, each 90# sack is something like .6 cu ft. Easy to figure the number of bags once you know the dimensions of the piers.
