I am here to ask for some advice and help. We are looking into finishing a basement. The poured concrete foundation has regular holes in it – I assume from the forms. When a remodeler was looking at it he appeared horrified that these were not filled and said that they go all the way through the foundation to the soil outside. He also seemed amazed that they did not leak. There has never been any leakage from these holes even in very heavy rain. When giving us a bid it did not include filling these holes since he said he hadn’t counted them.
Could anyone tell me
What are these holes from and is it likely that these holes do go all the way through?
Do they need to be filled?
If so with what and what is a reasonable cost?

Since they have not leaked, I presume you are correct that they are filled on the soil side. If so is there any reason to completely fill the form tie holes? I do not have any pictures at the moment but they fit the description of form tie holes (5/8" there are 3 per form section).

They're probably just left over from the form ties.
Any chance we could get some pics of them?
Tell him a bench has wet paint and he has to touch it.
they sound like form tie holes.... they are usually snapped off 1/2" below the surface of the concrete in and out
then outside they patch the hole and backfill
sometimes people get confused and instead of snapping the ties , they work them all the way out
anyone who goes to this extreme has probably also patched them on the outside
if they haven't leaked by now , they will probably not leak
The holes are from form ties. If they do not leak then they were filled from the outside.Most form ties are not removed except for a small portion near the wall face. The contractor may have used taper ties,unusual for residential work. These ties are greased and meant ot be pulled thru after the wall has set up,next day usually.
The inside of the walls probably do not need anything. If you want,get a small bucket of hydraulic cement and a small trowel. Mix according to directions, push into the hole with a trowel and smooth over.This type of cement expands and is water resistant,maybe waterproof,not sure.Depending on the cement you have a limited time of use.Mix small batches at first so you can determine how much to mix beforethe mix sets up.You can do this yourself and save a bit of labor .

even if they are not patch, they are not going to leak till the wire rusted out which could be fifty years. you can patch the inside and forget about it.
