Pouring concrete over Painted concrete
I have a section of concrete floor that I need to level out. The topping varies between zero and 1 1/2 inches. The existing concrete (poured a very very long time ago, so curing is not an issue) has been painted, not sure with what. What do I need to do to prepare the surface so that I get a good bond? Do I need to strip the paint? Rough up the surface?

Depends on the paint. Concrete bonds to some paint better than color does.
It is quite possible that all ya gots to do is clean it.
Degrease a small section on the deep end and drop a pea sized lump of wet 'crete about 6" onto the painted surface. Let set for 30 minutes, cover with a damp paper towel and tape visqueen down over all that.
Wait 24 hours and see how hard it is to remove the concrete from the paint.
