Please.can somebody help me figure out if I need to call the Power company or a good electrician..
For about 9 months I have been getting lights flickering. This old house has been remodeled a few times, (if that matters). None of the appliances have actually gotten damaged, however the clocks have to be re-set on a daily basis now. I am afraid some day the house might get an electrical fire. The electrical circuit box is in the lower portion of the house, and it is damp there. Also there is a very badly deteriorated back patio where the roof portion of that structure (that has a ceiling light and fan) has been damaged by water.
I read on the internet ..” Exposed Wires that make contact with water for a period of time can accumulate salts, which conduct electricity better than water does. This can create heat buildup and ignite surrounding combustibles”.
Am I just worrying too much or is this serious?

I would call an electrician out to determine the problem. You have a bad connection somewhere, possibly more than one. It's most likely that the problem is in your house since you do seem to have moisture issues which can contribute to resistance to electrical current flow. It's also possible that you just have loose connections, that can happen over time, especially with aluminum wire.
Yes, it's also possible that the problem exists outside the house, but I think from your description, the interior wiring needs a checkup even if the problem is outside.
First you need a roofer. Fix your water intrusion problems. Then you get the electrician to give you an evaluation. He will decide whether a call to the PoCo is needed.
The water can cause rot, mold and insect invasions in addition to electrical problems.
And Yes, this is a serious problem!
