i am attempting to put some 3/4 ply strips up to mount shelving on and have run into some funky block… the dust from drilling is black and the tapcons just yank out with a tug. the mortar joints are no better. i have used 3/16†& 1/4†tapcons, cut nails none of them are doing the trick! any better options?
i have been using tapcons for ages and have never had this happen.

those are what they call cinderblocks. Block made with flyash and bottom ash of furnace coal. although alot of people refer to block as cinder block. they really had not been made like that for awhile.

hey dude, when I had problems anchoring into soft brick, I used a Hilti drive in expansion anchor. Long, for 3/4 furring, used a 3-1/2 or 4". Worked well. These had a phillips head, allowed removal of the pin later on, tho we never used that option. 3/16 or qtr inch.
