I just had an insulation inspection knocked down in Orange County NY because the inspector wants the paper flanges stapled to the face of the studs and rafters rather than inset along the edges of these frame members. I visited the O.C. insulation site and in their FAQ section they claim that either method is acceptable. Does anybody out there know the code requirement on this?

This is a long ongoing dispute. Seems it's mostly up to the inspectors personal take on things. I believe the wording is along the lines of 'substantive contact', and there are stong viewpoints on both sides of the story. Some seem to think the inside stapling leaves an air channel for fire propogation. Personally I like to iinside staple, especially on ceilings so I can use adhesive on the sheetrock.
Let's not confuse the issue with facts!
