My concrete subbie laid an exposed aggregate slab with a slight ‘basin’ in it. Not only did the retardent puddle and frag the surface, now rainwater collects. My customer isn’t happy. What can we do, please?

Does tyhe customer want smooth or aggregate finish? If they want aggregate, you're gonna need to either raise the finished level by more than the dia of the largest pebble, or chip & grind down what you have far enough to permnit a decently thick topping. A smooth finish could be done with a suitable skim coat.
How bad is the fragged surface? Maybe removal and repour is in order.

Ed, thanks. As the old song goes "breaking up is hard to do". At the lowest point i remixed some aggregate with water and Weldbond, but it doesn't look too good (unless they apply a shiney sealer).
