We are considering installing a good quality Armstrong Vinyl floor covering over the entire floor in new construction. Then we would put the shower, toilet and cabines on top of the floor covering. Any problems with this approach? Thanks.

None at all. It's pretty much mandatory to lay flooring before the toilet to do a good job. Lay the flooring before the cabs. makes it much easier. Only caveat may be the shower if it's a cement pan.
