I’m building a deck that will be covered with a trowelled mortar finish on top of a flexible membrane. We did a similar deck on the other side of the house, and it was very successful, however it has a slightly hollow sound when walked on, which is normal for a basically hollow structure. The HO would like the new deck to sound more solid (more like an actual concrete slab, which is what it looks like). Any ideas on the best way to deaden the sound of this deck? I was thinking of filling the spaces between the joists with styrofoam insulation. Don’t know if it will work.

I don't think sticking rigid polystyrene (Styrofoam¯) panels in the joist bays is going to help at all. In fact, they would likely worsen the problem, acting as fairly efficient sounding boards in themselves....
You'd likely get a better effect by spraying it with urethane foam underneath. But that might be an expensive solution to a minor annoyance. Also consider rock-wool sound insulation batts. Roxul manufactures a product called Safe-N-Sound which is a combination sound-deadening and fire-retarding batt.
