Radiant-barrier OSB roof sheathing was rained on
Yesterday our luck with the weather ran out and the rain began. The subfloor of OSB was now wet, and we hustled to put the roof sheathing on. The OSB subfloor was then swept to remove all little puddles, and it’ll be dry from now on. The roof, however, is my immediate concern. It’s been raining now for 24 hours, but the rain is supposed to stop tomorrow morning. We should have no more rain for the next three days.
If the roof sheathing didn’t have a (perforated) foil surface on the underside, I wouldn’t worry about applying the felt and shingles once the OSB is dry to the touch, because drying could continue through the downward side. But the foil surface greatly inhibits that. So what do you guys recommend as far as waiting time? The skies will either be sunny or overcast for the next 3 days and assuming no more rain, when will it be ok to proceed? Temperatures should be in the low 60’s.

I think you have to counteract the edge swell NOW before you cover it up. Belt sanders and angle grinders for all!
I would leave the felt off
as long as possible, but put it on before the next rain. If the sheathing has dried significantly, I would go ahead and shingle it too. If there's going to be a bit more rain, and then more nice weather, leave the felt exposed and shingle it just before the *next* rain. The felt will allow some continued drying.
Most builders would not worry much about this, they would go right ahead and roof the whole thing soaking wet. I think you are far better off if you can get some drying before you proceed.
This sound't be too much of a concearn unless
you live in an area of high humidity, it does take some time for the OSB to soak up the water. When you installed the OSB did you use plywood clips or gap the vertical and horizontal seams? Gapping the seams is a must!
