I want to install electric radiant floor heat in my bathroom (5′ x 8′). The heated floor area is approx 15 square feet. Is there anything on the market that will actually heat the room and not just warm up the floor tiles?

I think your unclear on the concept. The electric mat will warm the tiles which will radiate the heat to the rest of the room, hence the term radiant heat.
There are a number of companies out there. Warmzone.com caters to online do-it-yourselfers.
I've got what used to be called Suntouch in a kitchen and two bathrooms in the mountains in NC. Works well on the floors as well as the room given enough time. They sell it over the counter now at HD. I got mine from a real tile store at the time and got a company provided detailed "map" of my rooms. I'm very happy with it on those cold mountain mornings. Set it to turn on 30 minutes before you get up and it's heaven.
Tile was harder to install but not much since I did it myself, and didn't know how slow I was going. Let your electrician and tile person know what your plans are.
Maybe I didn't answere what you really wanted to know. Yes it will heat the room but it's not the most efficient way to do so. But in a bathroom I'll bet you an infrared light in your fartfan and the radiant heat will keep you toasty.
