I am getting my basement ready to be finished and want to apply UGL Drylok the walls. The walls are currently painted. What is the best, fastes way for me to remove the paint. Approx. 500 SF of wall space to remove paint from. I don’t think sandblasting is an option since I don’t own one, or know how to use one!
Any chemical or sander suggestions?

Do you have a finished floor?
If not, you can use a pressure washer.
Get a powerful one (3500PSI or more).
Uses less water than one might expect. You can keep up with a shop vac, or make a 'well', and use a utility pump.
BTW, it might be easier to put a membrane on the wall, and provide drainage channels below. More affective too.

go to drylock web site and ask them there might be a bonding agent or a primer you could use prior to using the drylock. if not sand blasting sounds like the best option rent one its not that tough to use
My understanding is that drylock, to work as advertised, has to be applied only to clean, porous concrete. If it just sits 'on top' it's really no different than any ol' paint.
Are you sure you don't already have a dry-lock type paint on the wall? If you do, there is no point painting it again, since the dry-lock stuff is a one-time only deal.
We had our walls painted with it, but they failed due to the previous owner not grading the ground around the house properly. So we fixed the water problem and will just be covering the ugly walls with new floating walls.
Treat the problem, not the symptom - that sort of paint is a tempoary fix only.
