For some strange reason, in my garage the previous owner put down a section of vinyl flooring about 2-3 ft. wide and about 12 ft. long. I would like to put down some type of concrete finish (stain or epoxy) and would like to know the best way to remove the vinyl. So far I’ve just chiseled it up but I’m hoping there is a better way and also some way to deal with the glue residue. Thanks for any suggestions.

You're in luck. Soak it in water. If you can peel off the top vinyl layer, the water will be able to get to the adhesive easier.
Then after all the cardboard backing and adhesive has been removed, you will have a smooth floor that won't take an even stain. The adhesive will have sealed and contaminated the concrete.

You can rent an electric machine that will make quick work of that task.
