Landscape changes have exposed a previously buried portion of my block foundation. The tar-like waterproofing is ugly and I’d like to remove it. How can I accomplish this?

I'm sure IMERCs heart is in the right place, but I would hate to use that many gallons of thinner and wera out that many brushes around my house. If it is an emusion type asphalt, it could even be set too hard to be effected by thinner. If you really have to take it off ( which is a waste of good time, IMO) you need to have ity really cold and chip away at it while it is brittle.
Painting over it is by far the better suggestion. I'd suggest that you looki into using Thorocrete, which is a water resistant slurry mix that can be painted on. That way, you are using a 'crete - compatable product that will still waterproof the foundation in stead of doing damage. It comes in white or gray
