Sometimes that the best option, sometimes it's a hack. Depends.

all that means it's the "cheapest" way out... and leans more to a hack repair...

I'll often "fix" hairline cracks in drywall with caulk. Especially the ones that grow and shrink seasonally. Joint tape will not keep the house from moving. Of course, I tell the customer what I'm doing and that it's not a permanent repair.
However, hairline cracks on inside corners are rare because the joint tape usually pulls away before cracking. I even saw a corner once where one wall had dropped 1/2" and puckered the joint tape along the whole corner without cracking.
Check to make sure that there's joint tape in the corner. Check for any movement. It's possible that there's a missing nailer. If you re-tape (which is probably what's needed), prime the area first to give the joint compound a better grip.
