I am replacing old wall paper in a bathroom. The paper seems to come off kind of easy but under it is lat and plaster walls. Do I need to prime the wall before putting on the new prepasted wall paper and if so can I still use a latex paint?

If the wall has previous well-adhered paint then you don't need to prime, though "sizing" the wall (with a sort of thin glue made for this job) will help with adhesion.

Wash off all old paste, prime with a primer made excusively for hanging wallcovering.In a bath situation I would use a primer with "tack" called R-35 this will dry to a permanent tack. But, you have to wash off all the old paste first.
