My son has a 1940’s era one floor bungalo. It has a side door that opens in and there is very very limited space when the door swings open. I would like to change the door to swing out. My thoughts are to buy a new door jam, install the door within the new jam then install the whole mess into the opening. I plan on drilling, tapping and inserting an allen screw in the hinges to prevent removal of the pins from the outside. Is this the right approach to installing the door??

Buy an outswing door. Everything will already be taken care of.
See if HD or Lowe's, etc. has a prehung exterior door that suits you. The Stanley has metal ones that are bothered less from rain. The exterior hinges on these are not suppose to come out and they do need more greasing.
Other method for exterior hinges, is to screw in studs on the hinge side of the door, have them stick out 1/2" and then drill a matching holes in the jamb for the stud to close in on.
Be careful here, Willy. If you buy a prehung unit from HD and install it to swing out, you will be left with a sill that slopes to the inside of the house--just the opposite of what you need--and if there is an applied moulding, it will face the inside and not the outside. Also, on any glazing, the caulk would be opposite of what you need. If it's a wood floor on a pier and beam foundation, your floor may not extend far enough to meet an outswinging sill.
I would suggest buying a door you like, buying the frame components, and assembling it yourself with NRP* hinges. (*Non Removable Pin)

As Mark says, just buy an outswing door. I suggest getting it at a real door supplier, not a big box store. In addition to the hinges, the big difference between an inswing and outswing door is the design of the sill.

Just another thought: Depending on your degree of opening, you may need swing-clear or wide throw hinges to clear the casing that is typical of the bungalow houses. Something like a Hager 1360, or maybe a Hager 1279

Willy, what everybody is telling you, get an outswinging door and get it from a door supply place.
If you try to get one at the big box I think its a special order, and unlike Burger King, special orders do upset them.
