The foundation for our new house was recently installed. The foundation sub-contractor forgot to install 10 hold downs and got three others far enough off that they are under windows. We are acting as the general contractor and need to order the structural insulated panel (SIP) walls in two days. Because the exact locations of Simpson STHD14RJ hold downs where not on the plans (they are shown relative to exactly located windows), the sub is refusing to install new hold downs for the incorrectly placed ones. He said he would do the ones he forgot, but has even been dragging his feet on this. I don’t want to move the windows. Is this something I can do myself with a cordless hammerdrill? Which part do I use? Should I be able to get him to replace the incorrectly placed one? Advice would be welcome.

If you didn't tell him where to put them, I'd say he can't be required to replace them. At the same time, maybe he should have asked for exact locations, no???
As far as retrofitting anchors, that's gonna be tough with SIPs. In typical wood framing, when you miss with a strap-type holddown, you simple epoxy a bolt in and attach a strap-type hanger to the side of as doubled stud. With the SIPs, there's no "side of a stud" to attach to. I'd check with a structural engineer for the proper fix.
