Oops, I forgot to clean my brush. Left it sitting on the table, full of latex paint. Now it’s hard as a rock. One online source I found suggested an overnight soak in white vinegar. That didn’t make a whit of difference. Any other suggestions?

There are various brush cleaners. Most don't leave the brush in very good condition, though.
Any of the brush cleaners that might clean your brush will ruin it as well. The cleaners take the stiffness out of the bristles so they flop around. Time for a new brush.
Soak it in Xylene - no more than an hour - then use a wire brush to comb out the bristles.
Repeat as needed.
If you leave it to soak in Xylene too long - it will be ruined
If this is less then a $30 brush - pitch it.
