Here is the logic: when the velcro goes there won't be much grit left, throw it out.
You mean the part on the sander, right? You can replace the pad. My tool repair place stocks them, at least for Porter Cable. In fact I just bought one last week - $21.
You could try picking up the dust with the sticky part of duct tape. But chances are that the hooks are worn out. Home Depot and Lowes stock new pads, but probably not a PC brand name. Just buy the right diameter and number of holes.

As others have said, replace the pad if one is available.
I loaned a sander out once, it came back with useless pad.
It seems that the borrower was a little too aggressive with the sander, using excess pressure to sand "faster" and managed to overheat the pad melting the hooks.
Last tool I ever loaned the guy.
On a Bocsh RO sander I just removed the factory hook Velcro and bought a new pad that was made to convert a sander to hook and loop...sold @ Canadian Tire up here and was very good quality.Also when the velcro looses it hook ability it turns a RO sander into a very dangerous tool...the sandpaper disc can fly off at high speed and if your sanding a vertical surface you could get struck in the eye by the disks edge ....always wear your safety glasses when using this seemingly harmless tool !

Justsaw them at Lowes for PC but they also sell a kit that will do 2 sanding heads. I converted a PC PSA disc. This velcro is alot better thans PC's
Still on the original pad on my old 333- I've been pretty faithful about blowing it off after using it. If that doesn't work it may be time to replace the pad. It may be heat generated by years of sanding may have damaged the velcro.
