Chlorine bleach (buy a fresh bottle) and water. Tie bags to the downspouts or put buckets under them to catch the runoff.
Long-term, zinc (galvanized steel) or copper strips placed under the edge of the cap shingles (so that most of the strip is exposed) will prevent the problem.
The mildew resistant shingles are your best bet but you probably don't need new shingles. In that case buy several 1 pound bags of pool shock. Put about half a cup of shock into 5 gallons of water and mix well. Pour it over the shingles starting at the top and using a watering can. No need to rinse. Do it early in the morning and when you're done use your hose to rinse off plants under the roof drip line. It's a cheap, fast and effective technique I've used for 25 years.
