Usually, the shingle mfgs. will specify minimum pitch, but in my experience, 3/12 is about the lower limit for asphalt or composite shingles although you can squeek by with a little less if your climate isn't too severe.
If you're speaking of cedar shingles, the steeper the better and while wood shingles do OK on a lower pitch if it's papered, they perform best on, say 6/12 and up (look at the older barns and buildings; steep roofs and shingles layed on skip sheathing still in good shape after many, many years).
It varies somewhat from manufacturer to manufacturer. Some architecturals can go down to 1/12 with ice barrier membrane underneath. Read the label. 99% of everything you need to know to install asphalt shingles is on the back of each bundle.
