Do the same codes apply to stairs leading to a rough basement as for those in habitable spaces? Stairs or ladders leading to unfinished attics certainly don’t & the precast steps that came with my Bilco door certainly don’t.

maybe yes, maybe no.... the guy / gal i'd ask would be the Building Inspector

Better to ask YOUR inspector than anyone here. Besides, it makes the inspectors happy to think you think highly enough of them to ask them for help. Could make life easier at some point down the road.
We have to follow the same code here in MI. I've never seen anyone slip anything past that wouldn't have met code on the main floor.
