I'll probably get slammed for this, but here goes!
I'm assuming that you're talking about a surface stain on unsealed concrete. On the mild side you could try a product like CLR and see if it does any good (I kinda doubt it). And for some heavy duty cleaning you could try some DILUTED muriatic acid. The acid will eat away the stained concrete, essentially etching it at the same time. Do not leave the acid in place for long because it will eat a nice chunk out of the cement off the surface and leace you with exposed gravel. And make sure it is properly cleaned up and disposed of. And after etching, remember to seal the concrete.
