Say more about conditions please. Need for 'gasket' and sealing implies moisture, but wood moving from moisture breaks seals....

There's an outfit that advertises in FHB called Resource Conservation Technology or something like that.
In addition to carrying EPDM and related roofing stuff, I seem to recall seeing lots of profiles of gaskets for the sill and to seal windows and stuff like that. I'd look further but I've gotta run.

Okay folks, I'm attaching the drawings that illustrate the situation. On page 1 south wall-the new bumpout foundation walls SHOULD tie into an existing fieldstone foundation. However the homeowner wants the new concrete wall to be only foot long (concrete is shaded black)and tie into a new 2x6 stud wall creating a vertical seam between wood wall and concrete. The east wall will be a complete stud wall while the north wall will be all concrete tying into the fieldstone foundation but then creating another vertical joint between concrete and wood wall on the outside corner. The reasons why the homeowner wants this are too numerous to get into. I would simply pour a complete concrete basement wall tying into the fieldstone foundations on both sides. So the issue is making the two vertical joints leakproof. Thanks everybody.

Green, I'm doing the same thing now. I plan on making a verticle saw cut in my block wall and run a L channel flashing. after that i will use ice and water membrane over top the flashing. I will side over it after. I will caulk the saw cut and flashing with a good caulk.
