When the at-grade concrete slab for my garage floor was poured 10 years ago, the contractor “forgot” the visqueen vapor barrier underneath. I bought the house last year and have problems with moisture wicking through the slab. If I leave a paint can on the slab for a day, there’s a wet spot underneath when I lift the can.
What’s the best way to treat the slab to reduce moisture penetration? I was told that paints and epoxies won’t stick if there’s moisture coming through the slab. I don’t need anything fancy looking – just something to reduce the moisture wicking up.

I've heard of this: http://www.miracote.com/download/Tab%209%20-%20Miracote%20Data%20Sheets/MVERS%20II%20PTDS%20MIR%20366%20Rev%2012%20%2012%202007.pdf
But you need to measure how much moisture is coming thru first. You need to perform an anhydrous Calcium Chloride Test Procedure tested in accordance with ASTM F1869. And then put something else on top.
