What is the best way to seal a sewer pipe that runs through a concrete basement wall? New construction and the pipe is PVC. Is their a certain caulking that will work and stay flexible?

What I usually see is the gap between the pipe and the foundation packed with hydraulic cement.
I don't ever recall seeing caulk.
If the hole is sufficiently smooth and round, you can use a mechanical pipe penetration seal. It's a rubber bushing with a ring of compression bolts that squeeze it shorter parallel to the pipe so it presses against the ID of the hole and the OD of the pipe. Google for "pipe penetration seal" for lots of manufacturers.
