What are the code “rules” concerning locating smoke detectors near supply registers? What about near return registers or transfer grilles(jump ducts)?

depends on where you are and the inspector... and what code they are use'n... here it's outside each sleeping area... can be wall or ceiling mounted..... no mention of any type placement next to or near hvac anything...

Check with your local fire department or BI. They'll point you in the right direction.
Here, it's one in each sleeping room, one on each floor and, IIRC, one in the stairwell(s). You also have to locate them out of any "dead zone", like areas near the wall/ceiling junction. And it's also code that, in new construction, the SDs be hardwired together so they all go off in any one does. If doing any permitted remodelling, they require you to bring the system up to code if doing so is "reasonable" (within the judgment of the inspector).
As far as locations near heating ducts, don't know if any code requirements, but you should consider whether or not doing so might hamper the effectiveness of the detector -- for example, if it's always in a clean air stream due to duct-induced airflow even if the room is otherwise smoke-filled.
