i plan on installing 1/2″ soundboard and then 1/2″ sheetrock on my basement ceiling. how close can i be with the soundboard to my 5″ high hats?

You would get better results from a 1/2" drywall, green glue, 5/8" drywall sandwich. Better fire resistance too!
so i understand this right instead of 1/2" sound deadening board use 1/2" regular drywall and on top of that 5/8" drywall. whats green glue?

I suggest using two different thickness boards for this reason (it's not mine, but it made sense to me): Sound is changed to pass through the medium it's currently in, it doesn't have to lose anymore energy to pass into another layer of the same thing, but it does have to change to pass through the thicker material.
If using a damping material, there is no need to have dis-similar thicknesses of drywall. Better to go for two thick layers to have the added mass. Double 5/8" drywall is preferred
