Depends on what you mean by 'soundproof'. If you really mean sound proof, the only way to accomplish that is to build a room-within-a-room and suspend the inner room on rubber anti-vibration mounts. That is the way it is done in recording and radio studios.
If you mean you just want to cut down on normal household sounds--like, say, kitchen noises disturbing the serenity of the classical music playing in the den, or squeaking bedsprings and inarticulate commentary on performance from the master bedroom being heard and giggled about in the kids' bedroom--then you should be using a product called Roxul Safe-N-Sound, which is a rock-wool batting designed for this purpose. Standard thermal insulation is not dense enough to absorb sound waves very well. Rock wool is much denser.
