Kitchen or bathroom? If kitchen then the problem could be the diverter valve. In either case it could be an aerator clogged with crud.
This happened to me just this past weekend after turning the water on at a cabin after the winter ( it is over, isn't it?).
The cold water was fine. The hot was doing just as you describe. My problem turned out to be a twisted (not just bent) supply line. It was one of those mesh wire coated flexible ones. Even the wire mesh was fraying. There was a mess waiting to happen.
Sounds like someone probably got it twisted during installation.

I havent tried anything yet -- it will be a weekend project....altho nothing is twisted: its chrome supply to a lav faucet on a pedestal sink.
I'll flush it and report back. Thx
So I went to fix this. Turned off the supply first of course, and as I was doing this noticed that the supply valve was about a half a turn away from completely off....hmmm. So I cranked the suppply all the way open and no more sputtering.

Washers in angle stops & the ones in some valves are common for being loose & chattering inside the pipe.Do you look to the government for an entitlement, or to GOD for empowerment. BDW
