Greetings!
I had a new house built just over 2 years ago and at that time my intent was to have a bluestone walkway. We put down a rough base of concrete and the mason was going to mortar the cut bluestone in over it. Well, the masonry job never got done and now I am wondering if I can pick right back up where we left off or do I need to do something different? The concrete is in fine shape although it does show some signs of flaking.
Any ideas on this?

You'll first have to diagnose the flaking.
Once that's taken care of, clean the concrete and use a bonding agent to ensure good adhesion between the mortar and the concrete.
Bluestone is usually offered in two thicknesses. The thicker is for laying over stonedust, the thinner for mortaring over concrete.
