The drawing shows my latest hallucination, a design for a shallow-depth tight-clearance base cabinet, that can handle a 30-gallon plastic bin.
The cab is part of a kitchen island design I am working on.

But what about using a tray under the container with some brackets about 1/3 way up to stablize it.
That way you only have to lift it up a few inches to remove it.
The design mimics one seen in the Crystal cabs we live with every day. In fact, I plan to use the same bin in these new ones, as we have here. My dealer that sold me the Crystal package can get me white plastic 30g bins exactly like what we have.
We rarely pull the bins. Rarely. But we always use plastic 30g garbage bags as liners, and just pull the bags for disposal when full.
FWIW, here is the island, shown without its countertop. Nominally, it is 36 x 76, and those drawer cabs, atop the bin cabs, are a full 24 deep, housing drawers with full extension slides.
Designing the shallow waste bin cabs allowed me to put in the 4W x 3H shelf arrangement, ahead of the knee space, for storage of the better looking pots and pans, and objets d'art.
