I’ve got a building which had a slab poured too low. At some places, there is only 1″ of concrete above grade. I’m going to put new sheathing and framing on the thing, and was thinking about some sort of stucco covering the first foot of the sheathing so that the siding sits off the ground (I think it’d look good too). Will I run into problems trying to apply stucco both to the foundation (where it is above grade) and the sheathing?

This is done all the time here in LA. You might get a small crack at the transition, but nothing catastrophic. That is, unless your climate is different. Look at http://www.xypex.com, you might want to use their stuff to keep water out.
