My first thought is: how long do you want it too last? I'm not a plasterer, but every job I have seen invloves lath, or at least screen mesh. Heck, even when the arch. specs a minimum thickness mud mortar leveling coat, there is the installation of lath spec'd as well. You could use fresh epoxy to hang the lath on the block. Just glob it on in spots and embed the lath in it.
Well, that's what I would do, at the very least.

Good Idea;should have thought of it before.I had heard of a product someone had randomly called "concrete glue" and was wanting to find out more.But your idea will be used if the other info does not pan out.Incidently,Ive done stucco over unadalterated concrete block without the base coat over lath and have had permanent results.
