Here is my scenario
Foundation is a raised bungalow. Three feet high above grade and then siding on the walls to the roof. Pretty standard. Problem occurs now – Ex-owners painted the foundation parging and is nearly imnpossible to remove without chipping the parging off ( ridiclous I tried) So I am wondering if over my exterior painted parging, is it a good idea to glue and tapcon some rigid foam around the outer foundation walls, so i can add mesh and stucco after ? Any ideas would be great. Thank you

I am not technically qualified to answer your question (not a stucco installer / contractor) ,but if you can tapcon rigid foam to the existing parging, why can't you simply tapcon the metal lath to the parging?
The parging is painted by the previous owners and it is clearly flaking in certain spots yet stuck on super good in other spots. So that is why I am just asking if I can glue and tapcon the rigid over the entire foundation walls, attach the mesh and then stucco. So it will have a solid sticking surface....unlike painted parging

It seems to me that by installing metal lath over the old stucco you are not bonding to the old stucco, so it does not make any difference wheather the old stucco is painted, flaking or whatever as long as the new lath could be securely fastened to the wall..
If you were wanting to bond to the old stucco, (no new applied lath) then the condition of the old stucco would be of concern.
Unless you need the insulation value of the rigid foam, I don't see any advantage of installing it. If it would make you feel better, you could power wash it to remove the really loose stuff.
I am just confused if attaching the metal lath to the concrete would be sufficient enough so that the stucco would not crack and fall off....or something of that nature. I was just concerned it needed to bond to the parging to be secure.
If I power wash it and secure the lath to the existing parging, what would you recommend to secure it? Is there a faster better way than drilling holes then using tapcons ?
Jaret. I'm sorry. I did not mean to confuse you. Let me try again try again.
1)In my part of the country when I build, say a house with stucco ext. finish, my stucco contr. basically applies 2 plies of felt or equal to the ply/osb sheathing, nails on his lath and then applies a 3 coat stucco finish. "The lath is supporting the stucco"
2) In your case, you would fasten ( with tapcons or whatever) the lath to the existing parged conc./ cmu wall. "The lath will be supporting the stucco."
3)If you first apply/fasten rigid foam to the existing wall, then fasten the lath to the foam, the lath will still be supporting the stucco. I can't believe that the stucco is going to bond any better to the rigid foam board that is would the existing painted stucco. Also I don't think that you can only fasten the lath to the rigid foam board. You will need to run any fasteners through the foam and into the existing wall.
4) Finally, I would check with your stucco material supplier and see if there is not a bonding agent that could be applied to the existing painted parging and simply apply another finsh coat directly over the painted parging. If such a product exist, then you just follow the mfrs. instuctions.

Can't find anything just now, but there are, eg, thick paints that you roll on that supposedly produce a stucco appearance. I've seen them advertised in the past.

I'm guessing Dan is talking about EIFS. "exterior insulated finish system" No cement/stucco material envolved. If you are not familiar with it, google it.
