And I'd like to know if PaulB's comment about guards always being awake is a joke or not....
I was wondering about that one too. Guards do sleep occasionally.my own theory on that question is that since a cell block is an open space like a dormitory, albeit with some bars dividing portions of it, the entire cell block could qualify as One bedroom, so as long as that one bedroom has an egress or two maintained by guards, sleeping or awake, it would be a method of egress that satisfies the code.Fires in jails are indeed common. Inmates will start fires in trash cans, books, magazines, and bedding just for excitement, and sometimes for a distraction for other nefarious reasons. Paint on the walls will burn as well, so toxic smoke is a part of it all.The structure won't burn down, but the danger to life and health is real.

It's not the sleeping arrangements but the roommates that are a beyotch ;o)
Single family only needs one means of egress so one (egress) door is OK.
Habitable rooms need 8% of the floor area in aggregate glazed area with minimum 4% operable glazinge (IRC). Bedrooms must have one operable egress opening to the exterior, with specific size requirements.
Jails are under the IBC.

There are minimum daylight requirements based on floor area. Think it's 15% daylight to floor area. Maybe glass blocks would qualify though?
