I just lost my 5th porch window during the storm last week. They are 3 channel rails (upper glass, lower glass, screen) screwed into 2x4s. They tend to bend and flex in high winds and pop out the lower glass panel. pics attached
1. Is there something I can do to the current setup to make it more stable?
2. Are there better systems for porch windows in my situation?

Storm doors or thicker glass??
The only thing I can think of is to divide the windows into smaller units so there would be less flexing. Maybe put in removable mullions to stiffen them (like a horizontal 2x4) half way down.
Those triple tracks should be working. Have you checked the spread (distance) across the middle of that frame? The number should be the same as the spread at the top or bottom. I've installed several screen "enclosures" like this and never had a problem with panels falling out.
I've also installed "real" vinyl/fibreglas replacement windows in situations like this. Your choice if you want to spring for more than single pane glass. These give you more "water resistance" than a storm window. Operate easier. Look better.
