I have a ceramic tiled concrete floor (14’ X 20’) in my house addition that has sunk 4” on one end and 1” on the other over the past 10 years. It was poured over an old rock filled basement hole and the top leveled with sand. I believe there were some cement pilings poured at various locations throughout but can’t confirm. Half inch hot water heated tubing was submerged in the sand. The floor is cold so I am guessing that the sand has sunk even further than the concrete The floor is uneven and the tile job is horrible so I would like to pour more cement over top and re-tile. I would also like to put new heat trace tubing into the new cement and abandon the old lines. I’m scared the floor will continue sinking despite that it hasn’t moved recently. Any comments or suggestions would be appreciated.

If you think the fill below has sunk even more than the slab then it would seem unwise to pour more concrete over the top without first breaking out the slab and making sure the fill is properly compressed.
You might want to consider getting the slab mud-jacked, though it wouldn't solve your heat problem.
1" would seem to be a bit thin to allow new hydronic tubing to be embedded.
