Went to install a new vinyl floor today for some customers, i was originaly planning on going over top of the existing floor, but upon inspection the flooring was not very well adhered to the concrete,
No problem, peel it up and start fresh! well it came out in 1 peice wich was great but the problem (or not) is it looks like some kind of black glue or mastic was used for the original flooring. My question(s) are can i glue right to this old stuff? Any idea what it is? will there be adhesion problems? Should i seal it with oil based primer?
I allways use henrys 356 glue, i read the label several times and could not find any help.

What do they call that -- blackstrap? No, that's molassas, but something like that. I believe it often contains asbestos.
Can't help you with adhering to it, though.

Can u add a 1/4" luan plywood layer? It would cover up if the black stuff is asbestos based. Plus a smooth surface for the new flooring. Nail well with ring shanks.
I believe the term is "cut-back" adhesive...provided my memory serves me well?!?!?!
It has asbestos if it was applied prior to the 80's.
Go to the local big box and look in the flooring section. There is now an adhesive rated for overlay on the "cutback" provided it was smoothly applied. The adhesive is listed for use with vinyl tile. I'm not sure it will do for sheet ggods.
I was party to a complete removal & replacement of 9x9 asbestos ladened tiles set with "cut-back" adhesive in a 36'x56' office (concrete floor). The licensed abatement folks used a citrus based solvent that worked amazingly well and had no VOC hazards attached. It's clean-up is water based.
The asbestos in the adhesive is encapsulated in the mastic and is not dangerous unless mechanically released by dry sanding/scraping. The citrus based solvent was always present for the "wet control" of any potential friable asbestos.
Probably would be easier to overlay with an underlayment for such a small area.
