Hello, i’m new here though not to FHB, have all issue except for a few not returned ones. My question is re: tile installation over a vinyl tile floor. It is an old tile, no doubt VAT, on a conrete slab using a black mastic. Is this possible with an epoxy mastic or something?

Bad idea!
It's possible, and using the right products and methods it will work well. If the vinyl tile and/or mastic contains asbestos, it's a good way to contain the asbestos. Well, at least ubntil somebody decides to remove the ceramic several years in the future.
Search the thinset mfgr site for product info on setting over vinyl. I think I have seen a Mapei product that is advertised as appropriate.
And send a note to sysop asking that this discussion be moved to a better folder.
