I am getting ready to build a deck on the back of my house, and would like to use a frost proof ceramic or porcelain tile for the deck floor. Does anyone have any advice or ideas for me? I live in Illinois by the way.

Go to a "real" tile store (not a big box) and ask them how do do this. My guess would be that you'll need to use an exterior grade mortar and grout.
What is the substrate?

That's the assistance I'm looking for. The deck is not built yet, so I can do whatever is necessary. I can run the joists 12" OC with 2 layers of exterior tongue & groove plywood, I can double up on the joists. I was even thinking that I can use the uncoupling membrane featured on page 74 of the Sept. '05 issue of Fine Homebuilding.
I would start with one layer of treated 3/4" T & G plywood, then a layer of 5/8" cement backer board. I have never worked with the material described in the latest edition of Fine Homebuilding but it sounds like it could work well. If the deck is small I would recommend Ultra Set. This is a polyurethane based sealant designed for waterproof tile applications. It is very expensive. If the deck is larger I would look at a membrane system.
Is the deck above the ground for venting?
Good luck. You might try this post on Breaktime. Lots of experts there.

It sounds really slippery when wet.....Pamilyn
Seal the grout good with a sylocone based tile sealer.......
A silicone sealer would be the best way, but I woudl still discourage any kind of tile in freezing climates. I did it and fought it for as long as I lived in the home.
