How does one go about framing up support for a bearing wall which run parallel to I joist if in fact its a wet wall and have to drill thru the plates for running pipes? If you cant drill thru the flanges can you space one joist and either side of the bearing wall plate?

Yep, that's what I would do.
Yep, that's what I would do. Also, since you say it is a bearing wall, you need to make sure that the I-joist are adequate to support the load. It's possible that one joist on each side may not be good enough. Depends on a number of variables. e.g. span of joist, total bearing loads, etc.
