I’ll be stripping my house to bare wood soon and am looking for advice on painting vs. staining. It an 1866 house with no vapor barrier and clapboard siding. I had cellulose insulation blown in last year. I’m a little worried about moisture making it’s way out through the wood and causing paint to peel away from behind. Since I’ll be starting with bare wood I’m considering going with stain to prevent this possible problem. And in hopes of never scraping again. So… to paint or to stain?

If you prime it properly it won't peel.....I'm assuming the cedar has lost the tannins by now

I agree with Andy. If you have had some problems in the past with peeling paint such as outside a bathroom wall then that should be treated as a seperate issue with specific solutions. Otherwise you should be ok.
Prime and paint. Stain allows too much sun damage to the wood, which necessitates frequent stain applications. If you're dead set on stain, check into a solid stain, which provides better protection than transparents, but looks similar to paint.
BTW, you didn't state what type of clapboard, pine or cedar. If pine, then there is no question, even at the age of the wood (it's better quality than todays stuff), it needs to be painted.
