If you're using 8' material, such as 4'x8' sheetrock laid with the 8' dimension horizontal, those diamonds mark the locations of studs if you want to frame up with five bays instead of six.

Some of the floor systems I've used required 19.2" layout also.

Look again. The mark is at 19-3/16" repeating...
On large commercial work, it is worthwhile doing this increased layout to save materials. For the average home, it causes more confusion than it is worth with the possible exception of open web floor trusses.
