I’ve just installed some track lighting in my dining room and can’t get the thing to work. I’ve followed all directions, checked contact points and have checked the bulbs in other lights. What is really throwing me off is that my voltage tester detects power all the way from the electrical box, down the track & stem and to the socket. Am I missing something obvious?

Might check the dimmer if you're using one. I'm having a similar problem and I think that's the problem. The electronic dimmers are sensitive and somewhat fragile.

Are you using a digital tester? If so, they are prone to "phantom" readings. Use an old fashioned tester, or a solenoid tester. See whether reversing the direction you rotate the heads when locking them into the tracks matters. Some of the HD/Hampton Bay heads wll feel like they are locked in when they're turned in one direction but they don't actually connect, and you have to remove and reverse the direction you turn them to lock.

Ok, just to check, none on the fixtures light up when the power is on?
If it's just one fixture, it oucl be that the unit has a bad "shoe." If it's only one fixture there's also the possibility of a bad lamp (bulb).
I test track light kits as soon as they come out of the box--a lesson learned the hard way. Just about any "kit" of lights, for that matter.
......sounds like a open neutral !
