I have track lights in family room with an 18 foot Cathedral cieling…as I think most folks know light fixtures start out made like
and get worse over time. Well these are bad…I have a pole/suction cup to change bulbs and thats just one fun time after another but now I have two fixtures that wont work at all…so here is a stupid question of the week…I hate heights so is there a reasonable priced step ladder that will get my old buns up high enough to fix/replace these?

Check out the rental centers. Around here, I can rent a 14' stepladder from Home Depot for about $25/day.
Bulbs often stick in the sockets due to the heat and screwing them in tightly. A little lubricant, dielectric silicone grease, will help prevent them from sticking in the sockets. Don't screw them in fully tight. They should come out much easier with the long stick. Large step ladders require a lot of room for the base to open up. You may have to move half the furniture to set one up.
Beat it to fit / Paint it to match
I know but I have to fix or replace the two stupid cans that dont work...I learned the lube trick early on. I usually hit the bases with a quck silicone squirt and that does help. The other learning is that the rubber suction cup over time loses its elasticity and soaking it in hot water before you use it will help. Also your wife cannot be allowed to watch you do the lights since opinions and suggestions while balancing a bulb on a 14 foot stick can be irritating.

I was building a bathroom in the basement for one of my clients. He came downstairs with a jar of Vaseline in his hands.
A little concerned, I asked what he had planned.
He uses it on the base of his light fixtures. Said he never has a problem with sticking bulbs.
Family.....They're always there when they need you.
I would suggest you replace the bulbs with LED bulbs. An upfront investment but you will save on your electric bill and a whole lot of grief not having to replace them.
BTW the cheapest ladder out there is the one you can borrow from your neighbour.
