In my yecchy old house, I have lots of drafty, painted-shut single pane windows, some sporting plexiglass glazing caulked in place (I didn’t do it, it’s not my fault, you can’t prove anything). I’d like to replace them, but the budget is quite limited. I’ve seen systems where you remove the old sash and wood track, and put in new tracks and sash, and don’t have to mess with a new frame. I’ve found that Marvin makes such a beast, but I can’t afford Marvin. Any other information and suppliers would be much appreciated.
TWO:
Is it common for window suppliers or big box stores to have a boneyard of mismatched or otherwise surplus windows, even ones that have been removed from an older house? I’d like to add a couple windows to the workshop on the back of my detached garage, as it currently has only one. And, naturally, I don’t have much $$$ to spend.

Check http://www.terrylumber.com for a very substantial boneyard. It depends on how much special order business they do, and what percentage of it they screw up.

You might check if Habitat has a Restore in your area.
They collect and sell used and surplus building products.
After you find your misplaced pants, you can check out Weathershield windows. They have a retrofit kit too.

With the conditions you describe, be careful to inspect your sills to be sure they aren't rotting. That's s the first place it sets in and it'd be a shame to do the insert kits and then discover you have rot in the frames or sills.
Did, have you been to the salvage yard in GR? I can't for the life of me remember the name of it, but I think it was on the nw side. Selection varies considerably, but the last time I was there, they had quite a few doors and windows that would work for a workshop.
