I currently have a house built in the 70’s, with 3/4 T-1-11 siding. I am planning on going over it with cement lap siding. Most of the new homes in the neighborhood have rain screens (Portland, Oregon area), and I want to add one as long as I am doing the siding work.
Here is my question: There is no sheathing under the plywood, and it backed up by tar paper. The rainscreen designs I have seen require a water resistant barrier on the outside of the sheathing, then vertical strips, then siding. If I do this, I will have tar paper, sheathing, house-wrap. Any input on in risk of moisture problem here? I don’t want the T-1-11 to rot over time.

Since both the felt and housewrap are vapor permeable you shouldn't have any problems with trapping moisture in the T1-11. A double vapor barrier is a no-no for that very reason, but you aren't using vapor barriers.
