I Am converting my garage into a room. I am laying 2×4 sleepers on edge for a new subfloor. My question is what kind of vapor barrier and insulation should I use. The floor will most likely be finished with carpet.

You use 4 or 6 mil plastic
Then install rigid foam insulation and/or fiberglass between the joists (sleepers)
When I finished my concrete slab as a floor, I covered with a sherwin william epoxy clear. I can drop an ice cube on the floor and hours later is still a puddle. I feel the epoxy is 100% waterproof. 2+3=7
You could use Tu-Tuff. Easier to work with than regular poly, and much stronger.
Assuming a cold climate, it would be good to create a thermal break. I was thinking that thin fanfold foam would make for a decent thermal break under the sleepers. Alternately something like InsulTarp. Then you would want at least 2 inches of rigid foam for insulation. A full 3.5 inches around the edges would be of benefit.
